The reason the Kingpin story didn't seem to "go anywhere" is that this isn't a movie, it's an episode from the 1990s Spider-man TV show on Fox. I liked the show quite a bit; it had pretty good animation and the stories were interesting, even if they didn't always hold completely true to the comic book's stories. This video is actually made from an episode of Spiderman that aired on television. I purchased it for my four and a half year old son who adores Spiderman. He also has the VHS tape of the origin of Spiderman (made in the 60's). He likes this episode better though, because of the story involving Hobgoblin and Kingpin. ...It's Spider-Man for heaven's sake! Of course they use previous animation it's cheaper that way of course, but it's still a totally awesome storyline with great action and Spider-Man as witty as ever!
